hat's more, the re-offence rate within the first two years is a staggering 80% for young offenders and 54% for those over 21.

n a desperate bid to handle the crisis, the Government is focussing heavily on rehabilitation especially for young offenders. But that's a long-term answer to a short-term crisis, so they're also spending vast sums of taxpayers' money on building more prisons, to contain even more prisoners, who will go on to re-offend and swell the prison population even more! It's a never-ending circle and there appears no obvious way to break it.
